FY 2007 Initiatives

The Alcoholic Beverage Control Board and the Alcoholic Beverage Regulation Administration have the following initiatives for FY 2007:

  • Continue to improve communication and cooperation with the Metropolitan Police Department, especially with respect to receiving PD 251s and other police incident reports.  Continue police trainings, briefings at District roll calls, and other efforts.
  • Continue to respond to calls received on the ABRA Agency Hotline to enhance after hours communications with MPD and other law enforcement and government agencies as well as responding to serious incidents.
  • Continue partnership efforts with the Metropolitan Police Department, the Office of the Attorney General, and the National Capital Coalition to Prevent Underage Drinking on enforcement of the District’s underage drinking laws.
  • Continue and build upon partnerships with the Office of Tax and Revenue, the Office of the Attorney General, and the Department of Consumer and Regulatory Affairs to share information, conduct joint investigations, and to address neighborhood issues on an inter-agency basis.
  • Initiate Memorandum of Understanding with the Office of Tax and Revenue to procure the services of four auditors who will audit restaurant food sales compliance and other enforcement issues.
  • Enhance and improve IT infrastructure and the information available to the public on the ABRA website regarding the ABC license and adjudication process, voluntary agreements, downloadable license applications, and fact sheets on various aspects of the District’s alcoholic beverage control laws and regulations.
  • Continue to publish the Board’s weekly meeting schedule to the ABRA website to better inform the public of Board activities, and publish regular updates of the Board’s weekly meetings, Board orders and decisions.
  • Continue to conduct trainings for licensees, ANCs, and community groups on ABC laws and regulations, and make training and other informational materials available on the ABRA website.
  • Implement enhanced system for responding to constituent complaints, and tracking protest cases and protestants.
  • Continue professional training of ABRA investigators and licensing staff.
  • Implement a new second and third year payment system for licensees.
  • Implement a new initial administrative review with ABRA staff prior to holding a roll call hearing with the ABC Board through new rulemaking.
  • Enhance the investigator's ability to issue citations on other violations through new rulemaking.
  • Continue to combine license files from three areas – licensing, enforcement, and adjudications – into one master record on each license, and improve public access to records information.
  • Continue and enhance Language Access outreach efforts to language-minority licensees, and translate more vital documents into ABRA's constituents' languages.
