Who may file a protest?

The following person(s) may file a protest:

  • An abutting property owner
  • A group of no fewer than five residents sharing common grounds for their protest provided that in a moratorium zone, a group of no fewer than three D.C. residents or property owners share common grounds for their protest
  • A citizens' association incorporated under D.C.'s laws located within the affected area
  • The affected Advisory Neighborhood Commission
  • The Mayor, in case of property owned by the District of Columbia within a 600-foot radius of the establishment to be licensed
  • The designated custodian of the property, in the case of property owned by the U.S. within a 600-foot radius of the establishment to be licensed
  • The D.C. Metropolitan Police Department District Commander, or his or her designee, in whose police district the establishment is located
